Reason for the ban: Person 1*: Pedro (https://steamcommunity.com/profiles/76561198111379358/)
Reason: Pushing for mass reporting to have multiple people get globally muted.
Further Description: Pedro was pushing for people to report mane repeatedly. Pedro continued to spam inside of terrorist chat instead of general chat to cover up from the admins being able to see him trying to mass report mane. Pedro continued by saying "he doesn't care because he's already got a ct ban". Pedro pushed to mass report Kiwi.
The reasoning for changing the punishment for this behaviour: Now I don't really make ban requests or forum posts but I think this can be a pretty sure that this is a form of harassment. If a person becomes global muted they are given less priority by other ct's being given priority, from very few people being globally muted it results in the equivalent of having no mic (source: "Thus giving people with mics and no global mute priority" by MattTheCat [discord: general chat]).
This means this can be a good threatening/intimidation tool to use against people you don't like in the community like Pedro is doing to Mane here. The only alternative for a global mute is to make an alternative account which some individuals in the community have already resorted in doing. This results obviously in them being pushed out of the community by people who are doing toxic actions instead of moderators or community appointed admins dictating what should be happening in the community. Thus no accountability, responsibility and a more toxic community by letting this action continued to be done.
I honestly think spamming more than 3 messages to mass report someone should be at least a long term silence or gag or even short term ban. Thus will reduce or disincentive the behaviour in the future and not allowing them to continue to do it.
Also mindful that Pedro is pretty self-destructive in terms of stating that "he doesn't care" and then pushed to mass report Kiwi to get him banned after gagging Obama for 30 minutes (someone who was making a steam group to mass report mane and linking it). This shows this being repetitive behaviour.

Further Description: Talked over Mic and told everyone to join "Obama's Group" which was the mass report mane group (named that see video).
I don't think this is ok to really push on anyone in the community of DS and I think people are making an exception to giving harassment to Mane. I don't have anything personally against any of these users, I just think this behaviour is negative for the entire community.
