Reason: Pushing for mass reporting to have multiple people get globally muted.
Further Description: Pedro was pushing for people to report mane repeatedly. Pedro continued to spam inside of terrorist chat instead of general chat to cover up from the admins being able to see him trying to mass report mane. Pedro continued by saying "he doesn't care because he's already got a ct ban". Pedro pushed to mass report Kiwi.
The reasoning for changing the punishment for this behaviour: Now I don't really make ban requests or forum posts but I think this can be a pretty sure that this is a form of harassment. If a person becomes global muted they are given less priority by other ct's being given priority, from very few people being globally muted it results in the equivalent of having no mic (source: "Thus giving people with mics and no global mute priority" by MattTheCat [discord: general chat]).
This means this can be a good threatening/intimidation tool to use against people you don't like in the community like Pedro is doing to Mane here. The only alternative for a global mute is to make an alternative account which some individuals in the community have already resorted in doing. This results obviously in them being pushed out of the community by people who are doing toxic actions instead of moderators or community appointed admins dictating what should be happening in the community. Thus no accountability, responsibility and a more toxic community by letting this action continued to be done.
I honestly think spamming more than 3 messages to mass report someone should be at least a long term silence or gag or even short term ban. Thus will reduce or disincentive the behaviour in the future and not allowing them to continue to do it.
Also mindful that Pedro is pretty self-destructive in terms of stating that "he doesn't care" and then pushed to mass report Kiwi to get him banned after gagging Obama for 30 minutes (someone who was making a steam group to mass report mane and linking it). This shows this being repetitive behaviour.

Further Description: Kept posting in chat about how everyone should join his steam group and mass report mane to get him globally muted.

Reason: Pushing for Mass reporting to get someone globally muted and join Obama's "report mane" group
Further Description: Talked over Mic and told everyone to join "Obama's Group" which was the mass report mane group (named that see video).
I don't think this is ok to really push on anyone in the community of DS and I think people are making an exception to giving harassment to Mane. I don't have anything personally against any of these users, I just think this behaviour is negative for the entire community.

I'm not choosing a side here, but I will say this.
Reporting is completely irrelevant on community servers, there is no reason for Valve to use reports on community servers. Especially considering community servers may give advantages to some players, so reporting simply returns a fake response.

Thank you for showing maturity where I and others could not. This is a serious matter, and I realise that now, and when I wanted the little shit muted. I'm willing to accept full responsibility of my actions, and I have nothing against you for making this, anyone else that doesn't want to go down with the ship, and staff involved in my punishment. I have absolutely nothing against you guys, at all. I would also like to request that any harassment against 'mane' and his '300 other accounts' stops. I got what I wanted with him being globally muted. Leave it there. I am not trying to shorten my ban or even avoid it, I am completely fucked and I know that and accept that. This paragraph is not a shit post, the above lines 8 steps are however. I would say "nothing personal", but we all know that's not true. Again, DO NOT CONTINUE TO HARASS MANE. I might be misreading but I've read through all your links even the patent, they never mentioned not using community data. They state in the patent about using "registered user data" for the "matchmaking system". I'm interpreting to mean that the new "squelching" system is now an expansion for community matchmaking and ranked matchmaking with "registered user data" is covered by community matchmaking reports. I searched myself and found no proof to back the claim that mass reporting in community servers doesn't do anything.
Mane has a communication abuse ban now, the mass user reports in the short time period of 2 hours before the ban isn't what caused the ban? What else could have got Mane communication banned just after the mass reporting by Pedro, Obama and Moey just before the ban?

Hi Pine Tree all players have been banned, already knew about pedro. Didnt realise the extent moey and Obama went with it as well as we knew CHIMP joined in.
