It has nothing to do with the persons actual location, though. I think it's the exchange where the IP was issued from.
I live in QLD, and often my IP's are from SA.
Other countries like the U.S have it down to the persons house.
I don't know of any country which the ISP gives out your location down to the address.
You haven't looked at very many IPs then, as I stated, the U.S does, down to the address (generalization, probably not all ISPs but they do)
