Yeah it is, considering Australian IP's don't have geolocation like they do overseas (this means we don't see where you live).
Consider turning the VPN off or stay banned, simple.

It has nothing to do with the persons actual location, though. I think it's the exchange where the IP was issued from.
I live in QLD, and often my IP's are from SA.
Other countries like the U.S have it down to the persons house.

I don't know of any country which the ISP gives out your location down to the address.

You haven't looked at very many IPs then, as I stated, the U.S does, down to the address (generalization, probably not all ISPs but they do)
