Reporting is completely irrelevant on community servers, there is no reason for Valve to use reports on community servers. Especially considering community servers may give advantages to some players, so reporting simply returns a fake response.
- Is sender and receiver assigned to the same Valve match?
- Yes: Real report
- No: Is the server ID the same for sender and receiver?
- Yes: Send a fake response
- No: Do not respond at all

I might be misreading but I've read through all your links even the patent, they never mentioned not using community data. They state in the patent about using "registered user data" for the "matchmaking system". I'm interpreting to mean that the new "squelching" system is now an expansion for community matchmaking and ranked matchmaking with "registered user data" is covered by community matchmaking reports. I searched myself and found no proof to back the claim that mass reporting in community servers doesn't do anything.
Mane has a communication abuse ban now, the mass user reports in the short time period of 2 hours before the ban isn't what caused the ban? What else could have got Mane communication banned just after the mass reporting by Pedro, Obama and Moey just before the ban?
