Why do you want to mute another player?
Same reason one would normally want to mute a guy? For micspamming/being annoying?
Admins are not always on the server, as for CTs you could just modify the plugin to exempt CTs.
The only time that staff realistically wouldn't be on the server is on a public holiday, in the early morning, or late at night. If there's a problem, you can post a message in #emergency-staff-assistance and ask for a staff member to come deal with micspammers. Even then, there may be Trusted members on who can call votes to mute micspammers. Also it's not hard to hold down TAB, right click on a profile, and just mute them yourself.
I'm not going to waste someone's time to mute a few people who will probably stop before an admin gets on.
CS:GO's default muting blocks text chat and username as well as not always working, like if the player isn't visible on the scoreboard.
