You have an inability to (a) not mass freekill and (b) not ban evade. And due to the fact that you would likely do the same thing again if you were unbanned (as you couldn't go 2 weeks without massying after being unbanned the last time), we will not be unbanning you
Feel free to reappeal in 2 months time with no evades or you will never be getting unbanned.
