I once delayed a round for 10 mins hiding in a spot I wonder if delaying is against the rules :/

If you're a T and delaying LR then yes you can be killed after 20 seconds. But other then that no...
It's up to admin discression on whether or not to slay ct's for taking too long.
It's on the authority of the warden and ct's to constantly be searching for said to be rebels.
