Hello Artifical_Ace,
I have had a look at your evidence and have come to the conclusion that it is not adequate to ban someone off of.
The reason for this is that not only is the player is extremely new, only just being let on CT but he doesn't seem to be breaking many if any rules, at least from what the clip shows.
For the camping & delaying part: The CT side is open and people are coming into it and attempting to kill him, yeah its camping but camping to gain an advantage not rule breaking camping. He is taking a long time but certainly not enough to ban.
For the killing T's part: Unless the T's were ordered in there which I deem insanely unlikely as not once in my 1.1k hours have I seen it happen, the T's are rebelling. Last I checked killing rebelling T's is allowed.
This is only what I can gather from the evidence given, if you have any more evidence to support your banning endeavours then feel free to make another request with more context.
