Clarification on rule 62 - Hydrogen - 28-10-2021

Waiting for an opening to rebel =! delaying.

I see many admins make this same mistake because they interpret rule 62's 'up to the discretion of admins' to mean that any camping is a slayable offense. However not all intentional camping results in a delay, they can be tactics used for rebelling against low effort CTing. For example, if a T notices that CTs leave cells open for multiple rounds or don't bother checking inside cells, a T may camp inside cells the next round until the cell area is clear before proceeding outside to rebel. Another example, when a rebelling T is cornered into a confined location by the hunting CTs, it does NOT count as delaying if there are Ts playing a game with CTs (i.e. unless there's an LR winner on the T side) with the exception being that they must not camp where CTs are unable enter (e.g. ms room in freedom final).

Please don't reward CTs making bad plays.

Hey mate, I agree with all your points. It hasn't been too long since my official return but I'm pretty sure staff will be confident that this mainly refers to camping that delays a round. The classic example being surf walls on maximum with the only other T being one waiting to LR. Unless it's MS, I don't personally see a need to look to this rule prior to it having an impact on the game. Every instance I've seen/enacted has come with messages/beacons/timebombs etc, not just a warningless slay. The rule could be worded better for clarity.
